October 27, 2017, CPSC issued a final rule referring to Prohibition of Children's Toys and Child Care Articles Containing Specified Phthalates, which will revise the requirements in CPSIA。  The Code of Federal Regulations title 16 is also amended by adding part 1307。 From April 25, 2018(180 days after the release of the federal Gazette), any toys and children care products shall not be put into the market that contains 8 kinds of phthalate of more than 1000ppm。

(a) Children's toy means a consumer product designed or intended by the manufacturer for a child 12 years of age or younger for use by the child when the child plays.
(b) Child care article means a consumer product designed or intended by the manufacturer to facilitate sleep or the feeding of children age 3 and younger, or to help such children with sucking or teething.

Scientists of Chronic hazards Advisory Group (CHAP) research the health effects of long-term exposure to phthalates. According to the result, CHAP proposed to delete the limit on DNOP and DIDP, and add the content restriction of no more than 1000ppm (0.1%) on diisobutyl phthalate (DIBP), Di-n-pentyl phthalate (DPENP), di-n-hexyl phthalate (DHEXP), and dicyclohexyl phthalate (DCHP). The current restriction on Diisononyl phthalate (DINP) has expanded to all toys and children care products.

As a common plasticizer, phthalate is widely used in plastic toys and toy parts. The new rule for phthalates in CPSIC will make a great influence on all the plastic parts of children toys and care products.
